Description

Thames Water Utilities Ltd wishes to establish a framework agreement for a range of sewer rehabilitation, CCTV and Cleaning works and services on gravity and rising mains across the entire Thames Water Region included but not limited to structural lining, pipe replacement, patch repairs, leak tight lining, pipe bursting and associated manhole sealing.

The scope includes associated activities such as minor civil, inspection reports, waste disposal and street works etc. Some works will also involve elements of working on / in proximity of a Railway (assessable to only those with required accreditations and required insurance levels.)

The framework has been split into 2 lots of work to reflect the variations in scale and complexity of rehabilitation services for different waste water assets and operational situations.

Applicants are invited to apply for the following lots:

Lot 1: Sewer rehabilitation inc. CCTV and cleaning c.£3m and/or complex

Lot 2: Sewer rehabilitation inc. CCTV and cleaning above c.£3m and/or complex

Companies may apply for one or more lots. Preference may be given in evaluation to those companies who demonstrate that they are capable of supplying a greater part of the overall requirement.

Thames Water reserves the right to refine the award criteria. Please note that that deadline for asking for access to the PSQ & submitting of the PSQ is 17 August 2026 at 12:00pm.

Framework operation description

Thames Water Utilities Limited is establishing this Framework as a two lot, multi-supplier framework agreement for the delivery of Sewer rehabilitation, and associated CCTV and Cleaning works.

The Framework will be procured using a competitive flexible procedure.

General operation of the Framework - as per tender documents

No supplier is guaranteed any minimum volume or value of work under the Framework.

Call-off contracts will be awarded either:

• through further competition between all appointed Framework suppliers within a Lot; or

• via award directly to a supplier on a proportional allocation basis

For each call-off, Thames Water Utilities Limited will issue a call-off tender pack setting out:

• the initial scope of works,

• project-specific requirements and constraints,

• pricing approach and assumptions, and

• evaluation criteria.

Tenderers will be required to submit both a technical and commercial proposal. Contracts will be awarded to the tenderer submitting the most advantageous tender in accordance with the criteria set out in the call-off documentation.

Call-off contracts will be let using the NEC4 Engineering and 91º»ÏÈÉú Short form Contract (ECSC) for Lot 1 and, NEC4 Engineering and 91º»ÏÈÉú Contract (ECC) Option B (priced contract with a bill of materials) or Option D (Target Costs contract with a bill of materials).

Pricing mechanism

At the framework award stage (ITN), tenderers will be required to submit a Framework Schedule of Rates, setting out their proposed:

• labour rates,

• plant and equipment rates,

• daywork rates, and

• fees

These rates will form the baseline pricing structure for all future call-off contracts under the Framework.

At call-off stage the rates agreed within the framework contract will form the maximum rates permissible for call off contracts under the framework.

Call off contract pricing will be established via a request for proposal process under the framework.
