The procurement also aims to establish long-term working relationships with expert testing organisations, promote innovation and market engagement, support a broad specialist supplier base (including SMEs), and ensure compliance with the Procurement Act 2023 through transparent, competitive, and value-for-money procurement.
Framework appointments are intended only for organisations that can undertake the testing directly. The testing will generate mechanistic understanding of corrosion interactions between high-temperature coolants (including light and heavy water, supercritical CO2 and helium), carrier gases (helium), STEP coolant-facing alloys, and candidate tritium breeding materials (including lithium ceramics and liquid metals), to quantify corrosion effects, identify mitigation strategies, and support the extension of component service life.

In summary the expansion will entail the development of plot of land of approximately 3500m2 to the east of and adjoining the established and operating allotment site. Historically the land to be developed formed part of the allotment gardens but was converted to car park usage for the neighbouring commercial plot. Following change of use of the commercial building to residential use, the car park plot was returned to Watford Borough Council and will reinstated to its former use as allotments.
The project is currently progressing through RIBA Stage 3 and 4 of design development. An early conceptual master plan scheme for the proposed allotments is attached to give a reasonable initial understanding of the project.
Our intention is publish an invitation to tender in August and award contract w/c 26 October 2026 with target start on site date of 2 November 2026. We anticipate the construction duration to be approximately 10-12 weeks.

Tender Specification
1. Introduction
Aylsham Town Council invites tenders from suitably qualified and experienced contractors for the inspection, maintenance, repair and emergency response of the Council's street lighting stock.
The contract will commence on 1st October 2026 for a period of five (5) years, with the option to extend for an additional period of 12 months at the Council's discretion.
The Council currently owns and maintains approximately 434 street lighting assets, comprising predominantly decorative and residential street lighting columns. 
2. Contract Objectives
The successful Contractor shall:
â€¢	Assist the Council to maintain the Council's lighting stock in a safe condition. 
â€¢	Ensure compliance with all statutory requirements. 
â€¢	Minimise outages and response times. 
â€¢	Provide value for money. 
â€¢	Maintain accurate asset records. 
â€¢	Identify defects from inspections before they become safety hazards. 
â€¢	Provide professional advice on replacement and lifecycle planning.
3. Scope of Services
The contract shall include, but not be limited to:
â€¢	Annual visual inspection and clean of every lighting asset and subsequent report of defects. 
â€¢	Electrical inspection and testing (EICR) of approximately 20% of the lighting stock each year, ensuring that every lighting asset receives one Electrical Installation Condition Report during the five-year contract.
â€¢	Callout service to reports of faulty or damaged lights
4. Annual Visual Inspection and Clean
Each year the Contractor shall undertake a visual inspection and clean of all 434 street lighting assets.  The Council should be notified of when this inspection is taking place. 
The inspection shall include, but not limited to:
â€¢	Structural condition 
â€¢	Column stability 
â€¢	Corrosion 
â€¢	Lantern condition 
â€¢	Brackets 
â€¢	Doors 
â€¢	Locks 
â€¢	Photocell operation 
â€¢	Lamp operation 
â€¢	Electrical safety (visual) 
â€¢	Underground cable entry (where visible) 
â€¢	Signs of overheating
â€¢	Evidence of unauthorised alterations 
â€¢	Identification numbering 
â€¢	Cleaning of lanterns/bowls and photocells
Following inspection the Contractor shall provide a report identifying:
â€¢	Urgent defects 
â€¢	Dangerous defects 
â€¢	Routine repairs 
â€¢	Recommended replacements 
â€¢	Estimated remaining asset life 
â€¢	Vegetation or any other objects obscuring the light
5. Electrical Installation Condition Reports (EICR)
The Contractor shall undertake Electrical Installation Condition Reports in accordance with prevailing legislation, British safety standards and professional guidance:
Approximately 87 lighting assets (20%) shall receive a full EICR each year.
By the end of Year Five:
â€¢	100% of the lighting stock shall have received an EICR. 
Electronic copies of all certificates shall be supplied to the Council.
6. Callout Service
The Contractor shall respond to notification of light failure and damage.  This includes, but is not limited to:
â€¢	Lamp failures 
â€¢	Lantern failures 
â€¢	Photocell failures 
â€¢	Door damage 
â€¢	Vandalism 
â€¢	Vehicle strike damage 
â€¢	Electrical faults 
â€¢	Cable faults 
â€¢	Structural defects 
â€¢	Emergency make-safe works
7. Response Times
The Contractor shall provide a 24-hour emergency call-out service.
Response times:
Priority	Attendance
Dangerous electrical fault / Exposed live parts	Within 2 hours
Column struck by vehicle	Within 2 hours
Lantern hanging	Within 4 hours
Routine outage / damage	Within 5 working days
Where permanent repair cannot be completed immediately the Contractor shall make the asset safe.
8. Planned Repairs
Following inspections and call outs the Contractor shall provide quotations for repairs. 
No repair works shall be undertaken without prior Council instruction unless required to remove immediate danger.  The council will review all quotations received in accordance with its Standing Orders and Financial Regulations to ensure it meets with its obligation to obtain best value for the taxpayer.  
There is no guarantee that that the Contractor will receive additional repair works outside of this contract. 
9. Asset Register
The Contractor shall maintain an electronic asset register containing:
â€¢	Asset number 
â€¢	Location 
â€¢	Column type 
â€¢	Height 
â€¢	Lantern type 
â€¢	Lamp type
â€¢	Wattage 
â€¢	Installation date (where known)
â€¢	Inspection dates 
â€¢	Test results 
â€¢	Repairs completed 
â€¢	Outstanding defects 
The register shall be updated following every inspection and callout and made available to the council annually on the anniversary of the contract, or on request.
10. Contractor Requirements
Tenderers shall demonstrate:
â€¢	Minimum five years' experience maintaining public lighting. 
â€¢	NICEIC or equivalent electrical accreditation. 
â€¢	Membership of the Highway Electrical Association (preferred). 
â€¢	Public Liability Insurance of not less than Â£10 million. 
â€¢	Employers' Liability Insurance of Â£10 million. 
â€¢	Professional Indemnity Insurance of Â£2 million. 
â€¢	Evidence of competent and trained operatives.
â€¢	Machinery and vehicles serviced and in good repair to complete the contract.
â€¢	There is ample liquidity in the company to service the contract
The Contractor accepts that the Council is indemnified against any expense, liability, loss, claim or proceedings arising in respect of personal injury to any person or damage to any property arising out of, or in the course of, the performance of the services or any act, neglect or omission of any employee of the Contractor, howsoever such liability may arise.  
11. Health and Safety
The Contractor shall:
â€¢	Provide site-specific risk assessments. 
â€¢	Prepare method statements where required. 
â€¢	Comply with CDM Regulations. 
â€¢	Operate safe traffic management where necessary. 
â€¢	Dispose of waste responsibly. 
â€¢	Provide evidence of training. 
12. Environmental Considerations
The Contractor shall:
â€¢	Recycle removed equipment where possible. 
â€¢	Dispose of lamps in accordance with WEEE regulations. 
â€¢	Minimise vehicle movements. 
â€¢	Promote low-carbon working practices.
13. Pricing Schedule
Tenderers shall provide separate prices for:
â€¢	Annual visual inspection and clean of all 434 assets, with subsequent report. 
â€¢	Annual EICR programme (approximately 87 assets). 
â€¢	Annual charge for routine callouts 
â€¢	Hourly labour rates. 
â€¢	Emergency call-out rates (working hours). 
â€¢	Emergency call-out rates (out of hours). 
â€¢	Schedule of rates for common repair items.
14. Tender Evaluation

15. Contract Termination
The contract will terminate on 30th September 203, with the option to extend for an additional period of 12 months at the Council's discretion. There shall be a break clause for either party to terminate on the anniversary of the contract, provided that 30 days' notice of termination is provided.  The Council will have the right to terminate the Contract with immediate effect should there be evidence of significant or repeated failure by the Contractor to comply with the terms of service.

We are seeking to procure the services of suitably experienced service providers with the capability to deliver the required services and who best meet the need of Citizen and its customers. Citizen are looking to appoint up to 4 contractors to support our existing framework covering structural and insurance related repairs to properties, however, may award to fewer than 4 depending on the quality of the submissions received. The estimated value of the Project is approximately Â£100,000 per annum (p.a.), and Â£200,000 over the duration of the agreement. However, this is subject to change depending on the volume and complexity of the disrepair cases raised.
The contract will be let for a duration of 12 months with an option to extend by a further 12 months, subject to satisfactory performance against KPIâ€™s.

      <description>The Depots and Stabling Project is the development of a strategy that is supported by necessary operational arrangements and any specific infrastructure interventions, to mitigate the impact that the railway access requirements of the wider TRU programme. 
As an established site, Doncaster West, was identified as a favourable location that could be mobilised quickly to support an uplift to stable trains and provide a legacy.
An ES3 feasibility study is being developed which will be issued post contract award as the design is not mature enough at tender stage. Draft design shall be issued for the tenderers to use to inform their tender offer.
TRU Engineering will provide engineering assurance. 
In summary the key deliverables are the ES4 design development of the option selected in the Option Selection Report and the ES5 Detailed Design 
provision:
â€¢ Validate that the option selected in the OSR is feasible, using the draft design for pricing purposes only, (considering all disciplines and  operations and maintenance requirements) and provide a report and drawings to support the following scope as per the iCRD which include, but  not limited to the following:-
o Reinstate siding No 6 to stable a 9 car AZUMA trainset including all ancillaries and stand back. 
o Reinstate points No 5041 and confirm that no further works are required to other point ends to access the siding.
o Points 5042 shall be clipped normal to prevent access to siding No 5. This is to ensure adequate clearances are provided whilst the driver is performing their train inspection. 
o Provide 360-degree drivers walkway 
o Provide walkway lighting for the reinstated No 6 siding compliant to BS12464.
o Provide a high level outline construction schedule. 
o Provide an assured ES 4-5 cost plan
o PC appointed supplier to incorporate an ES6-8 91º»ÏÈÉú cost plan.
o To explore opportunities in the programme to ensure EiS 4 months before December 2027.
o Confirm that there or no OLE works required or define what works will be required to the OLE, including any earthing and bonding  to meet the requirements of the i-CRD. 
o Confirmation that the existing method of working is valid for trains entering and leaving the depot and that the existing operational  procedures will not need to be altered. This will require engagement with the depot operator, local operations manager and will be 
facilitated by the NR POIS and project team. 
The principal disciplines identified are Civil &amp; Structural, Permanent Way, signalling (including ops and maintenance interface). 
The contractor is responsible for identifying and undertaking any additional surveys they deem necessary acting as Principal Designer. The design shall be deemed to include permanent and temporary works associated with all necessary railway disciplines. 
All required designs, temporary works and disciplines are to comply with Network Rail Standards for submission and follow the prescribed engineering and construction methods to meet Network Rail Standards. Engineering assurance, to validate the designs will follow those prescribed by NWR standards and TRU Engineering will be the assurance body for the design.</description>
